If you were building a home, there would still be some final tasks to complete before you received the keys and could move in. Things like cleaning up the building materials, taking off protective coverings, and putting up the address. Again, it’s very similar to deploying an application in that there are still some tasks to complete before the app “goes live”. These include making sure all the systems are online and ready to go, to preparing and submitting the apps to the app stores.
